It costs money to PR and release fins. Money they don't have.

Jazz has lobbied for a long time for them to consider it. Now everyone is pissing on Jazz's efforts.

They are only to communicate with investors. If they see that investors are irrational they'll save the money.

They don't have to do anything as a PN. This is a gift. Don't refuse it.
