I emailed the investor relation. I also read their SEC filings last night (all the filings from February 2012 to the latest) the paying out of dividend is subject to some contractual obligations so I was thinking of e-mailing them again to tell them that isn't it that the dividend should be an annual commitment by the management to pay to the stockholders and not subject to the company's contractual obligations? Here is the full text of our communication:

The annual shareholders' meeting held on April 12 decided not to pay any dividend. However, it decided to create a reserve for future dividend which can be up to the decision of the Board of Directors when it considers convenient. If this decision is made TGS will report it to the market.
