i'm actually more disappointed with the failure of the flood walls, than any of the relief efforts... of course it's obvious now they weren't strong enough, they were only designed for CAT 3 (why only CAT 3???)... but the difference in price of bolstering those flood walls, and the price we will all have to pay now, because of the failure of building an adequate system is astronomical

the flood wall that failed at the 17th st canal is not a true levee... it is literally a concrete wall, and the base was grass and dirt... when the winds started pushing water over the wall, it eroded the base... if they had made a wide base of concrete I think it would have held
