No fiasco! It's simply about busines delays in the oil exploration business. I'm a mechanical engineer and develop products for the dept. of defense. Read the schedule delay examples I face in my post below. I consider them very similar to what Treaty might be facing only much more complex.
I can't imagine what it takes together funding, EPA compliance, equipment, etc in order to drill on new leases.
