Having dealt with several companies that contract with China, et al, what we in the U.S. consider a “final contract”, the Chinese consider a rough draft. When we think that negotiations will be finalized in a month, the Chinese require six months. Asia has been around a long time. Time and expediency are not their primary concerns. It will get done when it gets done.

Once I thought I was wrong; but I was mistaken.
