Mr. Friedman has stated many times that he is obviously disappointed in the way the market values his company and is working feverishly to increase the SP. I am sure that he would prefer a much higher SP before delivering the dividend which is more than likely the reason for the delay.
I don't see it as fraud...just business.
I don't believe he is liable for delaying a offering strategy outlined in a PR.
I want the dividend as much as the next guy. Don't have much choice in the matter but to wait.
