Treaty has drilled one hole. The delays are directly related to compliance issues that they have been in the process of curing. Your comment "Treaty have disappointed me" which should be "has not have" is not surprising coming from you. Though your non-specific and persistent attempt to dismiss Treaty's attempts at success or give them the benefit of the doubt after one drilling attempt is definitely biased towards your hope for their failure. You have never explained why you want Treaty out of Belize. You worked for BP? They polluted the entire gulf coast based on a deficient process and lack of oversight. They lied to the US public about how much oil was being pumped into the ocean and you worked for these crooks? How can you be conscientiously objective about the environment and compliance if you worked for BP? That might sound a bit closed minded since BP is a large company and you were just an employee and without control over BP operations. Treaty is a startup company and you just don't seem to understand how long it takes to become compliant in a third world country. BP wasn't a very good teacher of teaching compliance and environmental conciousness whether in regards to land or ocean based drilling. Treaty will be compliant very shortly which has cost them delays and some financial setbacks.
