How much time are you giving TECO? Your an expert oilman so how long should this process take? In addition list some of the delays you've experienced. None of these delays should come as a surprise to a so-called experienced oilman. Read my analogy below of what I face in my business when it comes to scheduling. Are you implying that all goes 100% smoothly in the wildcatting oil exploration business? Implying that all goes 100% to schedule contradicts your so-called expertise. Even the layman knows there can be serious delays in this business.
