The well collapsed so they could get to the bottom. There is suppose to be a second well they started drilling but that seems to have been abandoned. My guess is that there has been no oil find in Belize yet and there is a mad scramble on what to do next and maybe using the equipment they need as a ruse. Lets hope something happens in TX soon. I hope I'm wrong with all my negativity but until I hear otherwise I can only go on past events.
