The funding story is a streach. Reserve Equity Financing isn't actually financing, but backing for future equity (using shares to fund) financing, by a larger company. Kind of like a co-signer, as I understand. You may want to research this farther.

All this aside, we trade retail reaction to the story. And if pennytlanders feel this is good news the price will move higher. Right now they are buying the story, but not moving the price very far. This tells me big guys are no there supporting any move yet. Retail is buying, but big guys are not manipulationg.

Worth a weekly watch; IMO way early yet.
