Their cash on hand is low because of their purchase of the other company. They paid cash and restricted stocks. It does not matter if they have cash on hand right now because they are profitable. They are simply disclosing that they traded stocks for debts, not that it is a common practice, as a part of the uplisting they are required to disclose.
