It can be confusing, but we are not 'importing' from Japan, just purchasing from a Japanese company, here is the paragraph:

Did you catch the 2nd link I added to my post, it explains the particular type of financing that I believe UBRG - NDR are using;
Both are 'minority' owned companies.
