If they are going to 'promote' this stock, it certainly does point to either insider trading or else somebody who still has a considerable position from a long time ago; there hasn't been enough trading (in last several months) on this otherwise to accumulate a meaningful position.

Should be interesting to see how this promotion shakes out.
