The problem is that nobody knows what the intrinsic value of NNVC is. There is a high probability that it is 0. Most biotech start ups fail. There is a smaller probability that it is $10+. This isn't the sort of stock where value investors jump in. It is for speculators only. The natural tendency of a stock like this is to drift down until there is some positive news that matters.
