Company is clearly in conflict with statements of shareholder value & transparency. Possibly they failed to realize or really just fail to care that they attracted investors with those statements/2010 actions who otherwise would not own this stock. Investors have left by now if they are leaving. Only thing that will free any significant shares is if they PR and allow it back to its potential.
