dexter5 - MSW does have a colorful and checkered past for certain! Most municipalities manage the waste directly though and those are probably the better starting place. In a certain sense, it is the haulers that have been, shall we say, problematic in the past. I don't know if the actual landfilling has been a problem. Either way, utilizing the KDS for MSW creates other opportunities for public and private entrepreneurs and should become a win-win for everyone.
