Has it occurred to anyone that MMs might be accumulating shares via closeout of shorted positions?

IMO the PPS hasn't moved because their is little to no retail bid pressure. In the absence of retail bid support and "ask slapping", MMs can do nearly whatever they wan to the PPS. And, it would make the most sense to buy back short positions at the lowest PPS possible, correct?
