A forced buy-back would enforce that MM's bid for shares they sold albeit counterfiet shares or shorted shares that never existed. MM's would have to increase PPS to induce sells. Now I am uncertain as to whether that would be an "open" market, where other investors could buy.. I'm guessing it would be exclusive to MM's covering.

That would be the best case scenario IMO
