The TA has nothing to do with this. They can only report the number of shares and get involved with shares in the street name. The brokerage houses have the shares in house name. The problem is a settlement where a market maker or brokerage house says they will settle. Unless they are forced to they might have to do anything. Even Megas is not sure how to settle this. It is going to take quite some time.
