"Nicodrops went through the trouble of authorizing another billion shares all of a couple months ago. Why would they basically overturn that and reduce their authorized to 10,000,000?"

Another stock that I'm stuck in (DNAP) authorized to increase their number of A. shares to 1.5 billion two years ago. Then a few months ago, they did a R/S of 1/15 and changed their symbol to DNAG.

So it is possible. However, the mention of NCDP possibly R/S'ing is definitely just a rumor at this point.
