It actually quite simply. One would not WANT to dump MORE $ in this if they already had a substantial investment. "Averaging down" is yet another phrase thrown around by those who have been around a long time, to get those you haven't been to dump more $ in stock.

Averaging down can also be translated to "Im stuck in this" OR "This stock isn't doing what I thought it would, and I now need a lower price because I have less expectations"

You know what they say.... fool me once...
