I have to wonder if them not releasing the filing is actually helping this recovery...

I have wondered the same thing. If Val Westergard were to file legitimate financials without bogus income, inflated assets, etc. the stock may cease climbing.

If he issues just another bogus annual report, I think he knows it is likely to be scrutinized by regulators in wake of unusual trading activity and the classification as a Caveat Emptor stock by OTC Markets.

I also find it very revealing that he doesn't update the share structure on the Company Information page at OTC Markets to today's date. He doesn't have to wait until he issues the annual report to do that.
