08:00 ET Goldman Sachs and Merrill Lynch cautious on IT spending recovery : Goldman Sachs says their capex study indicates a 10% drop in IT spending in 2003 and suggests that the directional bias for IT spending remains to the downside. Separately, Merrill Lynch believes that spending will remain weak well into 2004, saying co's need to continue paying down more debt and shoring up cash before a true recovery begins.
