investigations were still not mute..imo.
Starcrest's creation was seemingly "on the spot" and the "slipping in" of Addax was possibly too shady for a company under the veil of investigations.The Birth of Starcrest was a safer "All IN" bet that would have been Questioned /or possibly denied had it been with ERHC(Just a reasonable guess from those events).
