The POW is a custom mill.
You need to look at the post again. "Custom", as it was used IS an adjective, describing the type of mill the POW is.

An adjective is a word that modifes or describes a noun
Adjectives can often be identified in English by their position before a noun, i.e. 'the old barn'.


Definition of Custom: as a Noun:

A traditional and widely accepted way of behaving or doing something that is specific to a particular society, place, or time.

That just does not fit the way it was used.

all because the rules say a mill is a mine and a custom mill can take other peoples ore




Even the CGFI webpage at cologold.com describes the POW mill using the word in the same manner:

We have received many more solicitations and preliminary purchase orders for custom milling
