Management can't do anything with the share structure until they file the financials. They blocked themselves from doing any type of dilution with their filing on March 8. In addition, management already owns 40M+ shares. They have no need for stock options. What they need is to get financials out so they can get large investors to purchase shares and support the price above $1.
