Based on supposition and observance of past behavior, Jim will do little to appease the otc-gods until he has a definitive substantial contract in hand. At that point in time I suspect that he will either move up a notch on the pinkie food chain, or at very least get current with otc.

He has little incentive to do anything at this point, since history tells him that paying the fees and putting out little pieces of news causes a small rise and a big drop in PPS.

I suspect that he will update audited financials, and simultaneously announce (what I would expect to be) solid, profitable contracts. Until that time, I expect a 3 step forward; 2 step back scenario up to .0025 driven by buzz and speculation.

This is simply a semi-educated guess.
