This whole market looks like moving paper around and around to certain houses who may need a position to cover, as i said this house CSTI and they way the house is bid for two minutes at .0019 then goes down to .0018 then back up to .0019 and so forth, investors do not do this, only MM's or people around a deal who are part of helping move paper.
