I know the area pretty well, having grown up about 50 miles to the East. Played basketball and golf all over the area.

I am thinking the nearby small town of Tarboro, NC is a likely candidate for the new galactic hqs of PHAR. The Tar River bisects the little town of Tarboro and its neighbor Princeville. They had a 100 year flood that basically destroyed Princeville about a dozen years ago. They are still trying to recover from the devastation. But I think they have rebuilt the Tar River bridge by now. There would surely be room under the bridge for a 2 person manufacturing colossus like PHAR.

My buds in Tarboro tell me that there are still many financial and tax incentives for businesses to relocate to the Princeville area.

Given that PHAR has not told us squat about this latest move, my vote is on Princeville.
