you may wish to review the history of UGSI via the company's backlog of press releases...
this will clarify everything you need.
employees/management are rewarded with restricted stock so those long-term that have been their 7+ years obviously would love to cash in, at least some of their holdings, but they are unable to touch the stock.
about 90% of the 700 million shares outstanding is restricted and/or closely held, ie pictet asset, wynnefield capital, water fund, HEK's 7% share, and employees....
