Goodmorn di4, yes I see they assigned .0008 to value that deal. A couple notes and ?'s about that deal- I personally dont read that as 800mil restricted, only 400 restricted, and then when construction starts another 400mil issued. If they where all restricted they would have issued them at the same time imo.

Im wondering if this is one of the non-gaming assets that was sold off? Curious to find out, Greg has hands a tiny full on this deal because of the shares that were issued and possibly not touchable if the asset was sold off. He'll have to offer good ol hard cold cash for them back, which it seems they have!
