Actually only demand for shares will make that decision. If it was as easy as just putting it out there then all pennies would just release billions of shares out of the gate, collect the funds and then......well..........do whatever they want, hopefully make/sell a product. But it doesn't work that way. There can be a hundred billion A/S , doesn't matter if there's no volume.
