I think it's not as much a battle as some unknown party sucking up all those shares on the ask, stifling the automatic rally with little sell offs to bring the large ask blocks back down to their target accumulation price of about 1.04. I'm pretty sure 95% of that large volume in the last few days is buying by one or two unknown entities. In regards to CSTI selling shares so cheaply, I doubt anyone is looking over what is happening. I think it's all automatic by computers now a days and whoever this unknown buyer is- he/she has a profound knowledge of how this system works and how to manipulate it to acquire these valuable shares at the price they want.
