I'll NEVER understand why these types of companies with 70+ million in cash don't pay a dividend.

With 16 MILLION shares out, they could pay a 10% dividend .30 dividend/share and it would only cost them 5 millions $'s and would boost their share price by double or more and would return way more than it paid out and would satisfy shareholders.
