Beats me? It is not a normal chill or global lock and the Mod there claims it was one of the National Stock Transfer securities that were chilled, but it is certainly not on the list:

It does not mean it wasn’t using National Stock Transfer, as there were many tickers not listed under the chill listing for Global Sentry either. So if they were in fact chilled from deposits and such, sure Penson and TDA for example would not likely allow buy orders or trade period. I checked OTC and it lists no TA currently, so I am not sure how they could be DTC eligible without a new TA, as that is required in order to get their chill lifted, a new TA.
