Its very common on a lot of reinstatement plays. Even when shells go into receivership of a law firm only a very few actually file regularly. But when there is a new ownership of said "shell" you get multiple years caught up in bulk. SOS's do not really ask for much out of managements. So it's relatively simple to do. It's more of an indication that future events are likely to occur with said company.
