1. is a company new?
2. is the net worth under 5 million?
3. Does it have more then 500 shareholders?

Shit like that. Said that they are obviously instructed on which claims to proceed with based on some criteria. Otherwise easy cases like PGWC would be quick resolutions etc... Said that will be word of mouth and no written guidelines and that is the foundation of the "abuse of discretion" case.
