I think it's imperative to have all signals working; red, amber & green. Without them, it can only cause havoc, how else can traffic be managed accordingly?????
I'd caution from those who choose to neglect all signals even if they are "aware" of them. Its one thing to be aware, but respecting them is another.
Always look both ways before crossing the street regardless of what's showing on the traffic light.
