I don't know if they can.

They are badly tainted by the past misdeeds. The current management is the same as the old that screwed the shareholders. And, at last report, still owed the old players a lot of money. Enough money that it will have a significant effect on the Company going forward. That is how these things work in the penny market. The old dirty players never go away - too much money in it.

Even if they reverse split the stock 1 for 1000 and try to start over, that old debt will continue to haunt them and cause trouble.

Assuming they file the 10-K, it should provide more clues to what is going on here.
