WHY? Because they want you to HOLD until that date. If they issue to you because you owned on the 4th then you could sell into the upcoming PRs and still get INAR shares. That would be dumb.

Point being, NEWS is coming and they want the PPS to rise so they give you an incentive if you HOLD!
