As a professional Criminologist, not some dope off the street. I'd say he has statistical support to make his estimates.
The presence of a weapon in a conflict instigated by a physically overpowering adversary definitely can be defeated by the great leveler. With a handgun, a frail 80 year old woman can overcome a home intruder.
A young 20 year old woman can stop a carjacker. An average man can stop a group of wannabe thugs.
The Police Department's first priority is not to defend citizens, it's to arrest code breakers.
In violent attacks, you are usually dead, or badly injured before the Police arrive.
This speaking nothing of thwarting political tyranny which is a clear and certainly present danger.
I'm all for a well armed and well trained society.
What America COULD BE and what it is, are at far odds.
