Two buys at 16:00:00 one for 911 and the other for 17300 shares

Now I am just getting used to ihub. some cool features like the Days trades for tivis including weather if its a buy or sell,This is where I found these buys.
Point is I have read that 911 is a signal about incoming news. Now I dont know if that is true or not, but why would someone buy just $0.35 of shares?
