Short interest 33 million - can someone explain

I am a novice, so want to understand why the short interest is so high.

1) Do they believe the price will go down further or are the shorts or some company trying to keep the price lower so that another company can acquire them on the cheap or are they trying to keep the share price low for the next cash raise (if they do that).

Any thoughts???
