The Pres does not legislate-Congress does-However, playing to the

since IKE. I have some news which, depending on one's viewpoint,
may or may not be important-Q-Cell's, which, 4,5 years ago was the
world's largest solar manufacturer, has just filed for bankruptcy.
This makes roughly a dozen or so since last Sept., not including
the one's who have laid off workers when they had to cut back on
production. First quarter of '08, the stock was 150. Monday it was
.16 cents. Solon, Solar Millenium, Solyndra, Evergreen(which at onetime-along with FSLR, was 300 a share), SpectraWatt-These are
probably the most prominent. Solar Trust of America, 70% owned
subsidiary of Solar Millenium,which is already bankrupt, just gave
up on the 1000 MW Blythe Solar Project. This was billed as the
