It's happens frequently.

Being in construction and involved in "build outs" etc.., it's not unusual for delays for various reasons.

Some inspector don't like this or that, lord knows how this works in China.

Somebody didn't think of this or that when they bid on project.

Granted this is probably small project for USA.
