The reason you hire investor relations group is to get the word out in the investment community, to small investors as well as to brokers, institutional people if they have relations with as well as investment banking people etc. The reason for this is to make sure that the shareholders get the value they deserve. Bashing the stock or pumping the stock means nothing unless the company performs. The company is performing exceedingly well and imo I would think that this stock is not moving due to a huge short position that has come in at this time. The buying is ferocious yet the stock has trouble getting beyond the .0368 level. The more buying brought in will create the shorts to cover. If you don't have investor relations people bringing in brand new investors the shorts will win and we will all be doomed if you are long the stock. The shorters want this thing down, but if the big volume continue the pressure on them will be unbearable and then we have a .10 or .20 cent stock overnight.
