Yes, vertigo can cripple ones judgement and he needed the money. He must have felt that getting treatment was more important than keeping people from death or maiming.

Sad really, Nelson, the queen , brad and sir Richard will be quite saddened. And here joe was offering a way for q shareholders to benefit and get money to Kendrick for treatment.
