I guess they are planning to get listed on AMEX, which would take a lot of effort and clean-up. They need to clean-up the share structure and establish some sort of corporate governance before they can move on. If they did not give such an outrageous stock bonus,the sp would be a dime. Market is valuing this company with around 1.5 billion shares (fully diluted that includes 450 million bonus shares, 55 million shares to be issued to settle convertible debt and 300 million - some warrants outstanding).
