The PR of the conditional loan announcement for Abengoa was on August 19th, 2011. The PR saying it was finalized was on Sept 29th, 2011. Being a government loan, there were probably all kinds of conditions before it was finalized. And obviously those conditions were met. Or do you think it was just a transfer of funds that took that long? LOL

So since you are implying that it's merely a transfer of funds that makes the IJJP loan "conditional", care to speculate on how long before we see the PR proving it's a done deal?
