Being a China small cap, there's likely greater scrutiny (aka fine tooth comb) of SIAF's numbers and results.
I can't imagine a US Auditor under PCAOB purview not having documented every stitch or ounce of activity that's been handled by them on a reporting China company.
If I were Madsen (Ted, not Steve) and Associates I'd make certain to minimize whatever red flags could ever rear their ugly heads in the future.
Whatever the case, with or without an extension, the greater scrutiny s/make all of us feel better about the results posted in the 10-K.
